The winking smiley poses a question to the reader, and that question is "did you get it?" You post this particular emoticon if you made an obscure joke/innuendo/comment, so the people who may have missed will be tipped off on the fact that you made an obscure joke/innuendo/comment.
Don't just post it after every goddamn dirty joke you make. It doesn't fucking belong there!
If you post a joke/comment like:

And if you don't get that joke, then you're too young to be on this forum. Fuckin' 12 year olds.
